The principal committee of the Council has responsibility for oversight of the Council's finances.
It meets to frame budgetary proposals each year and receives monthly statements of the Council's financial position. It recommends expenditure not covered by existing delegations. It has executive power over the disposal of substantial grants to local bodies.

It has oversight of the Council's property portfolio and has had particular concern for the letting of the Market Hall. It has referred to it all matters which are not the specific responsibility of other committees.
