Any development within the boundary of the City which requires the consent of the District Council as planning authority by way of planning permission, listed building consent, advertising permission or in any other way is referred to the City Council for their view. This role as statutory consultees has recently been confirmed by the government in a review of planning procedures. This committee meets regularly to scrutinise plans and to submit a considered response for which it has executive authority. This enables adherence to the tight deadlines within which the District Council is required to function.

The committee also considers all matters of development strategy affecting the City and its environs. The District Plan has recently been approved but consideration is given to specific policies as supplementary planning guidance. The pressure for development continues and matters such as the affordability of housing are a concern. This committee will maintain its important role in ensuring that local views are heard. In this respect the right of the public to address meetings is considered important.
